Google Maps sez..

According to Apple its "normal" for the iPhone 3gs to only charge to 99% or 98%. The Apple support guy says I should only worry if it drops below 90%!! They state I can resolve the problem by doing a factory reset on my iPhone.. That seems TOTALLY CRAZY to me.

I've seen mine at 100%, but only while it's plugged in.

Do you have the battery percentage setting on? I'm just surprised that after an overnight charge its like its only charging to 99% and stopping. I'm new to this whole iPhone game, so it COULD be that everyone else has exactly the same thing going on and I just don't know.

My Macbook sometimes says it has a full charge when I can see that it's at 98 or 99%. If I unplug it for a bit, let it run down and then plug it back in, it goes back up to 100%.

And I suppose if he had told me it was some "battery health" thing I could have bought that. I understand with even the grooviest batteries you don't want to run them down 1% and charge them up, etc. But when he said doing a "Factory reset" would fix the problem I guess I discounted him as a quack.
